WhatsApp service messages are no longer free: what changed on 1 October and what to check.
Since 1 October 2026, replies inside the 24-hour window are billed after 1,000 free messages a month per number. Here is what that means for a small business in India or the UAE.
Yes, WhatsApp replies now cost money, but only after a free allowance. From 1 October 2026, Meta charges for service messages on the WhatsApp Business Platform. Each business phone number gets 1,000 free service messages a month. From the 1,001st, you pay per delivered message. If you only use the WhatsApp Business app by hand, this does not change your day. If you use the API, a chatbot or an automation tool, read on.
What is a WhatsApp service message?
A service message is a free-form reply you send inside the 24-hour customer service window. The window opens when a customer messages or calls you. It resets every time they send another message. Inside it, you can answer in your own words without a pre-approved template.
Meta's developer documentation says service messages had been free since November 2024. That ended on 1 October 2026. Meta also started charging for utility templates sent inside an open window, which had been free since July 2025.
What exactly changed on 1 October 2026?
- Service messages: 1,000 free per business phone number each month. Unused messages expire at month end and do not roll over.
- Past the free tier: each delivered service message is charged at the published rate for the customer's country.
- Utility templates sent inside an open customer service window are now billable too.
- No payment method on file: Meta says delivery of service messages may stop once charging begins.
- Government and eligible non-profit organisations stay exempt beyond the free tier until 31 December 2027.
The biggest risk is not the price. It is a WhatsApp Business account with no valid payment method. After the free allowance is used, your replies may simply not be delivered. Add a payment method now.
What still costs nothing?
Messages your customers send to you are never charged. You pay only for messages you send, and only when they are delivered. The free entry point also remains. When a customer starts a chat from a Click to WhatsApp ad, your replies in that window are not charged. Meta's current page describes this window as lasting up to 7 days. Meta's older marketing pages still say 72 hours, so check the developer pricing page before you plan around it.
One more detail: the marketing pages on WhatsApp's own site still say service messages are free. They have not caught up with the developer documentation. When the two disagree, trust the developer pricing and updates pages.
Will this raise my bill in India or the UAE?
For most small businesses, probably not by much. A shop that handles a few hundred conversations a month will stay inside 1,000 free service messages per number. A busy support line, or a bot that sends many short replies per conversation, can pass 1,000 quickly. Each reply counts as one message.
| Market | What Meta's docs say |
|---|---|
| India | No rate change on 1 October 2026. Marketing rates rose on 1 January 2026. Eligible accounts must move to INR billing by 31 December 2026. |
| UAE | Marketing rates rose on 1 October 2025 and again on 1 October 2026. |
| Oman | Utility and authentication rates rose on 1 October 2026, because Oman moved out of the Rest of Middle East region. |
| Saudi Arabia | Marketing rates rose on 1 October 2026, after a rise on 1 April 2026. |
Meta's pages do not list the actual rate amounts in text. Use the rate card for your market. Do not rely on a blog or a vendor quote for the number.
How do I keep service message costs down?
Most of the saving comes from how the conversation is built, not from the tool you buy. These are the habits I would start with.
- Count first. Check how many service messages each phone number sent in the last three months. Your provider's dashboard or Meta's billing insights should show it.
- Send fewer, better replies. One message with the answer and a button beats four short messages that say hello, wait, and thanks.
- Use Click to WhatsApp ads where it makes sense. Replies inside the free entry point window are not charged.
- Keep humans for the hard cases. A bot that loops through ten menu messages burns your allowance and annoys the customer.
- Split numbers only for a real reason. A second number gets its own 1,000 free messages, but it also splits your inbox and your customer history. Do not do it just to dodge a charge.
Is the WhatsApp Business app affected?
Meta's change is described for the WhatsApp Business Platform, the API used by chatbots, CRMs and automation tools. The pricing documentation does not describe a charge for a person typing replies in the free Business app. If you are not sure which one you use, ask whoever set up your WhatsApp. If a tool sends automatic replies, you are on the platform.
What should I do this week?
- Open your WhatsApp Business account settings and confirm a payment method is attached.
- Find out which provider bills you, and whether they pass Meta's charges through at cost or add a margin.
- Check your billing currency. Indian accounts that qualify must be in INR by 31 December 2026.
- Read the last month of conversations. Cut any automated message that does not help the customer.
- Review marketing templates. Marketing messages carry the highest rates, and in the UAE and Saudi Arabia those rates have just risen.
If you set up your WhatsApp before this change, it is also worth reading our earlier note on designing around the free window. The advice there still holds, with one correction: the service window is no longer free past 1,000 messages.
